    Principles and strategies of sustainable development of region

    To determine the principles and strategies of sustainable development the analysis of general trends in human development in ecophysical sense of this phenomenon were made. The following concepts were considered: ethnogenesis, ecosystem autoregulation, demographic and dynamics of urban development. The comparative analysis of general trends in ethnic-, eco-, demo- and urbosystem testified that based thermodynamic model, results in successive changes of phases and phase transitions. The notions of ethnic homeostasis", "stable population" and "balance in urban areas" expose the essence of the phenomenon of "ecological balance" in public and environment interaction. The considered development is an oscillatory process, where the criterion of “best” is excluded, where only the rhythm of change conditions, with more or less intensity, speed and capacity development exist. It is established that the regularity of selfregulation defines the development of urban areas as the environmental and urban systems. In this regard the development of these areas is purposeful and predictable and therefore is a manageable process with a given goal – the sustainable development in a range of ecological balance. The equilibrium is described by a ratio of 1:1 between population size and demographic capacity of the territory.

    Spatial-Temporal Dimensions and Principles of Sustainable Development of Ecological and City-Planning Systems

    This work showed results of the research of the methodological foundations for sustainable development of ecological and cityplanning systems. This work clarified the applicability of the fundamental law of the sustainable development of open systems − the law of conservation of powers. This work established spatial and temporal dimensions of ecological and city-planning systems "population ↔ environment".

    Fractality of concentric structures in space of ecologic-urban planning systems

    Conditions and stages of formation of the fractally embedded set of concentric zones of accessibility of cities on the example of Kiev are considered. The number of “levels of embedding” of such a set depends on the attractiveness and status of the city. It was established that discontinuity of space developing is associated with economic develop ment and engineering and transport networks. A rapid growth of these networks leads to the transformation of the traditionally central type of irregularity of developing the space into the multinuclear clustered systems of settlement. In the zone of Kiev influence, there are five qualitatively differed by intensity of socioeconomic links and speed of movement belts are distinguished. On the base of quantitative characteristics of these belts, it was established that in successive transition of developmental processes from local to regional and interregional levels of integrity of the ecologic-urban planning system − “population↔environment”, the expansion of its spatial boundaries and peculiar “compression” of temporary ones occur that is manifested by intermittent increase in the radius of city’s influence area – the center of system of settlement expressed in kilometers. For analysis of processes of multi-level development of ecologic-urban planning systems, the dynamics of indices of development is not as much important as characteristics of their accelerations.

    Theoretical principles of wave urbanistics

    During studying and mathematical description of the trends of urbanized territories development as ecological and town-planning systems there were several vague similarities founded between its major parameters change periodicity and other physical values, having undulatory nature. Obtained counterparts had predetermined interest for search of fundamental basics of urbanization. It turned out that all laws of Nature has the same basis –power permanence rule. This law is known in philosophy as principle of «change of unchangeable», in ecology – as a law of ecosystem self-regulation, in accordance to which at conditions of insufficient occupancy of the territory the population amount growths, and at conditions of over occupancy it decreases. According to research, noted is also attributable to dynamics of urbanized territories development, in which all four types of physical interactions are expressed to the certain degree. These and other results of research had allowed to articulate main principles of ecological space «urban physics» content of which have proven to be coordinated with postulates of new single field physics (Bishkek ver- sion). ). Mentioned had allowed to lay down the theoretical foundation for occurrence of new branch in science of town-planning – wave urbanistics, as a science of management by undulatory processes of territories development in order to provide a conditions of their sustainable development.

    Urban planning aspects of stability theory of ecological town planning systems

    The study of the problems of sustain-able development of the ecological and urban planning system " population ↔ environment" of various levels of its functional and spatial integrity (local, regional, national, world-wide) reveals a number of fundamental provisions that establish the conceptual foundations of a new direction in urban planning science that potentially exists in certain individual works. The development of urban planning aspects of the stability theory is based on the fundamental concept of the physico-mathematical stability theory that is more developed at the present time and the research findings, which established the cyclical nature of the multilevel processes of wave development of the "population ↔ environment" system. The urban planning stability theory studies the nature of the vibrational development of urbanization processes accelerating in a multi-level ecological space. The paper reveals a number of similarities and fundamental differences in the states of stability and the dynamic pattern that are inherent in the development of living and inanimate natural systems. Regarding the differences in state of equilibrium:equilibrium is the goal of development for living systems within a certain cycle and the level of their spatial integrity. For inanimate systems equilibrium is the initial state. Concerning the differences in the stability of the location of the "center of mass": the "center of mass" should occupy the highest possible position (in the range of ecological equilibrium) for living systems; for the inanimate-to take the lowest possible position. When developing the urban development aspects of stability theory were used such concepts of physical and mathematical stability theory as: asymptotic stability; stability "in time" according to Lyapunov; stability "in space" ("stable − unstable node", "stable − nonstable focus ", "stable center"). Marked concepts are important for the analysis of multi-level processes of accelerat-ing development of the ecological and urban plan-ning system; forecasting the direction of its further changes; determination of focuses and parameters of application of urban planning regulatory influ-ences; adapted sustainable development manage- ment.
