A.The division of the land plot must be carried out in accordance with the current norms, standards and rules, first of all - the state building codes of Ukraine. There are cases of impossibility of dividing a land plot, such a process should not be interpreted as a restriction on the implementation of the right to private ownership of land, since this is consistent with the principle of rational use of land. The rapid increase in the number of residential and public buildings in a short time leads to the same wave-like aging of stock and the need for their mass reconstruction. The problem of reconstruction of outdated housing stock is common for every country in the world. In addition, another common feature for the countries of Eastern Europe and the former Soviet Union is the presence of houses of the first period of industrial housing, which became a characteristic type of construction during the recovery period after World War II. European countries have accumulated quite a wide experience in the reconstruction of the multiapartment housing stock of the first period of mass industrial construction, but in Ukraine, where such a stock is about 18 %, the solution to this problem, has not been properly implemented. As any other country, Ukraine has certain specific features in solving of the problem of the complex reconstruction of mass residential buildings.
