Abstract

The article analyzes Spain's experience in implementing gender quotas in local government following the adoption of the 2007 law. The impact of 40-percent quotas on the quality of urban governance is examined through analysis of changes in transparency, budgetary priorities, participatory governance, and urban planning. It is found that the implementation of quotas led to significant improvement in the quality of local governance, increased transparency, and more socially-oriented policies. Recommendations are proposed for adapting Spain's experience in Ukraine.
