Порівняльна оцінка підходів механіко-біологічного оброблення змішаних побутових відходів в Україні

| dc.description | The transition of Ukraine’s municipal solid waste (MSW) management system towards alignment with European Union legislation and the principles of the circular economy necessitates a critical evaluation of available treatment technologies. This article addresses the pivotal issue of selecting the optimal Mechanical-Biological Treatment (MBT) approach for mixed MSW in the context of national waste reform and the strategy for "green" post-war reconstruction. Specifically, the study focuses on a comparative assessment of two dominant MBT paradigms: the resource-oriented scheme (focused on high-level material recovery and biostabilisation) and the energy-oriented scheme (focused on RDF/SRF production). The primary objective of the research was to conduct a robust, multi-criteria comparison to guide the harmonisation of national policy with the waste management hierarchy enshrined in Directive 2008/98/EC. The methodology employed involved a comprehensive SWOT analysis of both approaches, which was subsequently quantified using a weighted, integrated assessment model encompassing four critical sustainability dimensions: technical, economic, environmental, and social criteria. This rigorous quantification allowed for the objective determination of the relative advantages, limitations, opportunities, and risks associated with each technology under current Ukrainian conditions. The analysis revealed that the resource-oriented scheme provides for the maximum extraction of secondary raw materials, including high-quality recyclables and biostabilisation of the residual organic component. This approach ensures high resource efficiency, minimises the quantity of waste requiring final disposal, enhances environmental safety by reducing methane emissions, and demonstrates strong compliance with the core principles of the circular economy. The energy-oriented approach, conversely, primarily focuses on the production of a high-calorific solid renewable fuel (RDF/SRF) for co-incineration by industrial consumers. While this scheme offers the potential for faster return on capital investment due to predictable fuel sales, it is concurrently associated with high initial capital expenditure, increased operational risks related to atmospheric emissions, and critical dependence on a stable and competitive market for the final fuel product. The results of the integrated quantitative assessment indicate a significant advantage of the resource-oriented model, achieving a total weighted score of 3.8 points, compared to 2.2 points attained by the energy-oriented model. This numerical finding confirms that the resource-oriented approach, which prioritises material recovery and biostabilisation, is fundamentally more compatible with EU targets and Ukraine’s long-term environmental protection and "green" reconstruction strategy. | |
